Spain contributes to the management of water resources in Latin America
The Development Bank of Latin America (CAF) and the Ministries of Agriculture and Economy have signed a Memorandum of Understanding in order to foster development in the field of water resources management. Institutions should set annual joint work plans for five years.
The agreement is part of the line of work developed by Spain to strengthen its action for technical cooperation and cooperation in Latin America, one of the strategic areas of cooperation policy of our country.
The agreement was signed by the Secretary of State for Environment, Pablo Saavedra, Secretary of State for Economics and Business Support, Inigo Fernandez de Mesa, and the CAF President Enrique Garcia.
Specifically, the agreement aims to strengthen the presence of CAF in the Conference of Ibero-American Water Directors (CODIA) and seek synergies between its activities and the activities of water governance promoted by the 22 countries of the CODIA. For this joint training activities, workshops, seminars and studies be developed in matters of interest to the Latin American Water Directors and CAF, in addition to launching exchange activities between technical experts in water management of the different administrations Latin American water.
Through this collaborative initiative, CAF expresses its willingness to make available to the CODIA industry knowledge with the intention of forging a strategic partnership as well as its interest in participating in the next meeting of the CODIA, to be held in Santa Cruz de la Sierra (Bolivia) between 2 and 5 December, where it will make a public presentation of the agreement.
Boosting water policy on the international agenda
The Memorandum includes, moreover, shared pool efforts to drive water policy on the international agenda, with an eye to both the implementation of Agenda 2030 Sustainable Development Goals of Unidsa Nations and the desire debates about the role of water on the agenda of adaptation to climate change and those relating to the preparation of the next World Water Forum to be held in Brazil in 2018.
On the other hand, it provides for the institutionalization of the “Water Dialogues: Latin America – Spain”, whose first edition was held in Madrid in September this year, a discussion forum on issues related to the management of water resources in the interests of both for Spain and Latin America.
To develop the content of this Memorandum, the parties have agreed to design annual work plans which will have a monitoring committee, which will identify the means to promote and strengthen cooperation and to agree and coordinate action.
The agreement is a sign of commitment the signatories to foster collaboration between public and private organizations in Latin America and Spain, for which there will be other institutions with interests in the matter, as the Spanish Agency for International Cooperation for Development ( AECID).
