Carlos Cabanas affirms that in the 2018 budgets the maximum efficiency of the available resources has been sought
The Secretary General of Agriculture and Food, Carlos Cabanas, has appeared today in the Committee on Budgets of the Senate, where he said that in the distribution of the budget of the General Secretariat for 2018, amounting to 7,463 million euros, with an increase of 1.39% with respect to the previous year, maximum efficiency has been sought in the application of the available funds.
Thus, Cabanas explained that in the field of competitiveness and quality of production and agricultural markets, it is about continuing to improve, with a budget of 44,084,530 euros, agricultural income, strengthening the production structure and empowerment of innovation in the sector. In this area he has highlighted the collaboration with the Autonomous Communities in different lines such as the “improvement of the fruit and vegetable sector and industrial crops” and the “promotion of the modernization of agricultural machinery and technology”.
In the section of agrarian health, which will have 35,798,450 euros, the secretary general has highlighted some lines aimed at ensuring the projection to third countries, such as “support for foreign trade and border control,” and support for the sanitary excellence of the final product, through the “traceability and registration of agricultural productions”. It has also emphasized collaboration with the Autonomous Communities with investment in lines such as “prevention and control of pests” and “State programs for the eradication of animal diseases”.
On the other hand the secretary general has indicated that the competitiveness program of the agri-food industry maintains its budget of 25,314,340 euros. With this funds are supported lines such as “promotion and support for the internationalization of agricultural, fishery and agri-food products” that has increased its budget, and “national and international fairs.” It also creates the “Food Strategy of Spain” focused on the synergies between food and other socio-economic areas.
Regarding Rural Development and Forestry Policy, which has a credit of 309,022,890 euros, Cabanas has indicated that it is divided into three programs, the first of which corresponds to the “Water Resource Management for Irrigation”, in whose framework increases the allocation for the Irrigation Strategy, which focuses on the consolidation and improvement of existing irrigation with more than 6 million euros.
The proposal of Budgets 2018, has pointed the general secretary, also contemplates an increase of 20% in the financing to SEIASA, which will have an endowment of 18 million euros to advance determinedly in the modernization of the 800,000 hectares that are susceptible to undertake this transformation.
In relation to the Rural Development Program, which has 132 million euros, Cabanas has indicated that its main lines of action allow obtaining the maximum returns of community funds: the support for the financing of the Rural Development Programs of the Autonomous Communities and the National Program of Rural Development, within which the Natural Roads and the actions of the National Rural Network stand out.
Regarding the third program dedicated to the “Protection and improvement of the natural environment”, the secretary general explained that the funds destined to the preventive and forest fire extinction work, endowed with 83,500,000 euros, to the actions of hydrological and forestry restoration with 17 million euros and intangible investments for sustainable forest management, to which 14 million euros are allocated, which are mainly devoted to the preparation of national Forest and Soil Erosion inventories.
With regard to the Autonomous Bodies, Cabanas has indicated that the Food Information and Control Agency will increase its budget and will have 6,269,280 euros, which will allow it to continue carrying out all the necessary controls in the field of the competencies that it has assumed. since its creation in 2014.
For its part, the Spanish Agricultural Guarantee Fund will also increase its budget to 6,967 million euros, which will be divided into three programs: State Social Services, within which Cabanas explained, the distribution of European Funds for assistance will be addressed. food for the most disadvantaged.
