Andalusia is the Spanish region that receives more funds from the CAP
The MAGRAMA says that Andalusia receives 24% of rural development funds that come to Spain. Secretary General of Agriculture and Food, Carlos Cabanas, stressed that farmers in Andalusia will be receiving more funds from the first and second pillar of the CAP. He also said that “is absolutely false” that Andalusia will lose 902 million euros of the Common Agricultural Policy (CAP) for the period 2014-2020.
Carlos Cabanas was speaking at a press conference in the Government Delegation in Seville, to clarify various aspects of the implementation of the CAP in this region, given reports in recent days about the alleged loss of funds. During his appearance, Cabanas was accompanied by the delegate of the Government, Antonio Sanz.
In his speech, the Secretary General of Agriculture recalled how the Government managed to prevent the proposal from the European Commission which would have been flat rate for Andalusia loss of between 450 and 500 million euros annually.
Also, Cabanas stressed that the negotiation of the CAP reform, the government worked to protect the interests of the Spanish countryside, especially in Andalusia, because the regionalization model that was launched sought to maintain the support in irrigation and the olive.
Rural development funds
Regarding the loss of funds in rural development, Cabanas Andalusia has clarified that initially provided 2,117 million euros, of which not executed 154.6 million in the previous programming period, and finally only used 1,962 million.
The Secretary General added that in the current period have been assigned to Andalusia 1,906, a difference of 56 million over the previous period and not 286 million as stated by the Board. As explained, these 56 million are the difference between what actually used the Andalusian in the previous period (1,962,000 of which 2,117 were awarded) and awarded for the current (1,906 million).

Direct payments
As for direct payments, Cabanas considers necessary to wait until 15 October, when the campaign ends CAP payments to meet the specific aid figures. Regarding the modulation of aid, Cabanas has criticized farmers who earn less than 5,000 euros of the CAP, when more than 60,000 farmers who earn more than 5,000 euros always refer Board. “To say that we’re removing some to give to the haves not correspond to reality”.

Finally, the Secretary General reiterated that the Government has negotiated a reform of the CAP to defend the interests of Andalusia, which is the region that receives more funds and where farmers receive more support. Before the reform, the difference in support between Andalusia and the rest of Spain was 142%; and now the difference is 160%.
