98% of applicants already benefit from the CAP 2018
Direct payments from the CAP (Common Agricultural Policy) will benefit more than 726,000 farmers and ranchers who have submitted their application for aid in the 2018 campaign and whose payments began on October 16.
Until June 30, the date on which the ordinary term ends for the payment of CAP subsidies, they will receive 5,006 million euros to be paid by the autonomous communities -coordinated by the Spanish Agricultural Guarantee Fund (FEGA) of the Ministry of Agriculture. , Fisheries and Food- to the beneficiaries.
However, the community regulation allows that the pending payments of the PAC can continue to be made until the next October 15th and when more than 95% of the total direct payments provided have been paid by June 30th.
Uncoupled aid schemes include the basic payment scheme, payment for agricultural practices that are beneficial for the climate and the environment (green payment), payment for young farmers and the simplified scheme for small farmers.

Among the aid schemes associated with production are those of the following crops: rice, protein crops, nuts and locust beans, quality legumes, sugar beet, tomato for industry, as well as those related to farms that maintain nurse cows , dairy cattle, dairy cattle that maintained special rights in 2014, sheep, goats and for sheep and goat farmers who maintained special rights in 2014.
Regarding the specific payment for cotton and the aid to bovine bait, the admissibility requirements of these aids can not be verified until the beginning of the year following the presentation of the application. Therefore, the unit amount for the payment, whose calculation is based on the production units (hectares and number of animals) that meet these requirements, is calculated later. The payments of these grants began in early 2019 and, as in the other regimes, the ordinary term to make these payments ends on June 30, 2019.
The following table shows the distribution by Autonomous Communities of the direct aid payments made on June 30. Each Autonomous Community establishes its own payment schedule, which in turn depends on the planning and execution of the controls that must be carried out to verify the admissibility requirements of the aid in all the files.

Help young people
Among the measures that the first pillar (direct aid) of the CAP has established to support young farmers, it is worth highlighting the additional payment to young farmers and allocation of rights of the national reserve of basic payment that is made to all young farmers that meet the basic conditions of installation and training established in the regulations.
In this 2018 campaign, aid to young farmers has increased significantly. This supplementary payment to young farmers, which increases the value of the basic payment rights of these holders from 25 to 50%, has almost tripled in this campaign.
As of June 30, 2019 the autonomous communities will pay 51,634,304.39 euros, almost three times more compared to the 18,489,985.03 euros that were paid for this same concept in the 2017 campaign.
This increase is due to two fundamental reasons: the incorporation of a very large number of young people into the basic payment system in 2018 due to the increase in calls for aid for the first installation in the framework of the rural development programs of the communities autonomous, through the allocation of rights of the national reserve, and the decision of Spain, in application of the Regulation “Omnibus”, to double the amount to be granted individually for the supplement to young farmers.
This June, the Spanish Agrarian Guarantee Fund (FEGA) has issued a complementary resolution of national reserve allocation of Basic Payment rights requested in 2018 and that has added 3.15 million euros that have been granted to 593 farmers.
The total national reserve allocation for the 2018 campaign has been set at 15,772,591.76 euros, which will benefit a total of 3,214 farmers (average allocation of 4,907.46 euros per producer). Of these, 2,793 are young people who have received 13,055,420.09 euros, which means an average allocation per beneficiary of 4,351.51 euros.
These data consolidate the trend observed in the 2015-2020 period with respect to the CAP 2007-2014 in relation to the allocation of national reserve rights to young farmers. Thus in front of the 1,050 young people who on average received reserve rights in the 2007-2014 period, in the 2015-2020 period the average of annual allocations to newly incorporated youth was 3,350. Regarding the amounts allocated, there has gone from an average of 5 million euros per campaign to young people to almost 15 million per campaign, on average, in the current one. In the period 2015-2020 basic payment rights have been assigned to more than 13,400 young farmers for an amount close to 60 million euros.
On the other hand, the national reserve of basic payment has granted in 2018 to other farmers, not young, who start farming a total of 2,709,370.97 euros, to be distributed among 421 beneficiaries, which means an average allocation of 6,435 , 56 euros per beneficiary.
According to the data sent by the autonomous communities to the database of management of basic payment rights of the FEGA, at the date of calculation of the allocation of rights of the national reserve, the distribution of beneficiaries and of the amounts assigned has been as follows :
