ACCOE denounces the CyL Board for encouraging discrimination among farmers and going against free competition
The Trade Association of Cereals and Oilseeds of Spain (ACCOE) has filed a complaint with the National Commission of Markets and Competition against the Castilla y León Junta, to encourage discrimination between Castilian-Leonese farmers and alter free competition in the markets.
The Association of Trade in Cereals and Oilseeds of Spain has lodged a complaint after the publication of Decree 34/2016, of September 22th, on Priority Agro-alimentary Associative Entities and their priority partners of Castilla y León and Order AYG / 632 / 2017, of July 25th, which establishes the regulatory bases for the granting of subsidies aimed at improving the production structures of agricultural holdings, within the framework of the Rural Development Program of Castilla y León 2014-2020.
As indicated after the issuance of the first drafts by the Board, ACCOE considers that the implementation of provisions that openly discriminate private initiative and favor once again the unfair competition in favor of cooperative enterprises, is openly against one of the fundamental pillars not only of the Spanish Constitution but also of the European Union: freedom of trade.
According to a press release issued by this Association, “the repeated attacks against this group by the Ministry, with striking headlines in the press by the Minister, calling ‘gifts’ the initiatives launched by herself, they represent a manifest will to distort free competition in the sector, which in the long run will limit farmers’ decision-making capacity and will deprive many medium and small companies in the region of their possibility of subsistence. All this in favor of business activities that, unfortunately, often end up in ‘creditors’ competitions’ with the consequent disbursement by all taxpayers.
ACCOE, majority association in the trade of cereals both regionally and nationally, has repeatedly requested meetings to discuss the issue with the current Minister of agriculture and livestock, Milagros Marcos, as well as the incorporation of the Agricultural and Agrifood Policy Commission and the advisory bodies in the agricultural and agrifood sector, without receiving any response to date.
